The costs will need to be paid for by students and university donors. State appropriations (paid via tuition) do not fund the athletic program. Student fees do.
About 75% of the Athletic Department's budget is paid for via student fees. A significant contribution in the form of increased student fees would be needed if UNC Charlotte started a football program.
